Assignment Includes:

  • Congregational Duties

    • Leading regular worship services
    • Congregational leadership
    • Work toward the spiritual formation of all members
    • Church, financial, and property management, including staff supervision
    • Strengthening Word & Sacrament ministry among all congregations at St. Andrew’s
    • Working closely with the leadership of the refugee and Egyptian congregations worshiping at St. Andrew’s to promote holistic responses to community needs
    • Building relationships with primarily expatriate congregations throughout Cairo to explore options for shared ministry
  • Duties with StARS

    • Working closely with the Executive Director to strengthen the organizational and financial health of StARS
    • Working with relevant organizations and churches to rebuild funding relationships and discover new sources of revenue for StARS
    • Cooperating with relevant Area Desks within ELCA Global Mission to raise awareness of Cairo-based ELCA efforts to accompany refugee populations, including unaccompanied children and refugees from South Sudan
    • Build relationships with expatriate congregations and organizations in Cairo in order to involve them with the work of StARS as an expression of their diaconal commitment

Site Information:

This two-part position is intended to accompany and facilitate a holistic response to the needs of various refugee communities in Cairo. St. Andrew’s Refugee Services (StARS) derives its legal standing from St. Andrew’s United Congregation, which is recognized through the Egyptian Protestant Council of Churches. Persons served by StARS are from Syria, South Sudan, Sudan, Eritrea, Ethiopia, Somalia, and Yemen; a significant portion of the population is Muslim. The position works to support both expressions of St. Andrew’s, with a focus on accompanying the most vulnerable populations in the Cairo context. While not always equal in time or emphasis, the position works through its two components to support both expressions of St. Andrew’s to promote a holistic response in the context of a Word & Sacrament Ministry. Nonetheless, the pastor should strive to maintain a general balance between the two roles of pastor to the congregation and pastoral associate to StARS.

Experience and Skills:


  • M.Div. and significant parish ministry experience. Preference will be given to those in good standing on the ELCA roster for ministers of Word & Sacrament.


  • BA or MA in international development or related field, or commensurate experience
  • 5-7 years of experience in refugee programming, rights and protection, including knowledge of and experience with international and local refugee agencies and institutions
  • Administrative and management skills and experience, including:
    • supervision, development and teambuilding of a diverse staff
    • budget development and oversight
    • strategic and program planning, monitoring, and evaluation
    • building external relationships
  • Experience in resource mobilization, including grant development/management and donor relations
  • Strong public speaking and writing skills
  • Cross-cultural competency
  • Middle East/international experience
  • Arabic language competency (further language study will be available as needed)

Terms and Conditions

This position is supported under the terms of ELCA Global Mission Expectations and Support for Long Term Global Personnel. Those provisions include: international transportation, transportation related to work assignment, pensions and major medical coverage, assistance with schooling for children through high school, housing and cash salary which is adjusted according to the goods and services differential for Egypt.

If Candidate is Married

Both must complete an application for this position, even if the spouse will not be fulfilling a specific role in the ministry. In the context of global mission service, a spouse is seen as a representative of the ELCA and of the receiving church regardless of their actual role. It is important for the ELCA that both members of a couple understand the role of missionary and are comfortable with that reality. In addition, an accompanying spouse receives an appointment to service by the ELCA and the support package for mission personnel includes compensation for an accompanying spouse.
